Peter was born and educated in Britain. He is a qualified deep-sea Master Mariner FG (Foreign Going) who commenced his seafaring career as a cadet officer in the British Merchant Navy and rose to Chief Officer by the age of 25.
Moving to New Zealand, Peter became Manager and a Director of the Bay of Plenty Stevedoring Company Limited. Later in 1986, Peter formed his own consultancy business specialising in advising cargo and shipping interests.
In 1993 Peter stood for New Zealand First in the Kaimai electorate and although not successful seriously reduced the incumbent's huge majority back to only a few hundred.
The 1996 general election saw Peter embark on his political career when he was elected to Parliament as a List MP.
In 1998 Peter was appointed Deputy Leader of New Zealand First, a position he continues to hold. In August 2002 he was appointed Senior Whip.
